Just add a property ParentHeaderFont, which works the same as the general ParentFont property. If true, the HeaderFont is the same as the Font of the TsCheckListBox and changes with changes in it. If false, HeaderFont maintains its own settings. Upon creation the ParentHeaderFont property is initialized to True.

The animation is in the tab content, not on the tabs.
You have to set SkinManager.AnimEffects.PageChange.Time to a non-0 number (300 seems a good value)

There’s still a problem: if the mouse hovers over the button, OnMouseMove events are not generated, making it impossible to determine if the mouse is over the button.

There’s still a little quirk left.
In the attached project hover the mouse over “Toggle sButton1” and move it outside the button area: the parent hint shows.
Do the same for “sButton1”: the hint of sButton1 shows, but moving the mouse outside the button area does not show the parent hint.
