Strange … I arranged a new test project and there it was ok…
This issue occour only in existing projects … But is was to complex to send to it.
How I can to do to fix issue ?

I would like to have a different caption height (Smaller) for the Form when the BorderStyle := bsToolWindow
and the Skin is Office2010 Blue and sSkinManager1.ExtendedBorders property is True.

if I hnderestan well the problem is that DevExpress have made a lot of changes
in cxText ?
Can You explain well if it well be possible to adjust that in the future or
we must to wait future improvments bu DevExpress ?

I have installed DevExpress v.2011 vol.1.4 and
after modifying the file acFLPainter.pas (I strip the
conditional compile directive that was still in the file)
as I could compile and install, but no DevExpress control
was skinned!!!

components and if no work I must uninstall V.2011 and
reinstall old version 54 that is working …
