I did as you told me and the package installs fine but the components Devex are not Skined

Try to enable DEVEX key and recompile AlphaControls packages now.

Try to add DevEx libraries into acnt2007_R.dpk file :

vcljpg,
dxCoreRS11,
cxLibraryRS11,
dxGDIPlusRS11,
dxThemeRS11;

These libraries are added automatically usually.
