Constraints scaling seems to be wrong on 200%

In test project this behaviour takes place if in FormCreate event presents line:

sSkinManager1.UpdateScale(Self, 100);

In my work project I have no UpdateScale call, but see the same issue.

But on the PC with system settings 200% (Win10) it should be multiplier 2, not 1.5, am I right?
