    This size may be changed in a skin in the ASkinEditor tool. But these two parameters works only if TsSkinManager.ExtendedBorders property used.

    How can I specify different buttons (min, max, close) for the two different title heights?

    Different title buttons are possible in different skins only. You can add several TsSkinManager components and use different styles in different forms.
