Empty or invisible Hints if TsAlphaHints.HandleDisabledCtrls set

      In the same manner, hints on a row of disabled TsSpeedButtons flicker heavily. The edit fields in the same panel show an empty hint.

          Using the same acHintHidden files, you can see that hints may not show at all!!
          If HandleDisabledCtrls is False, there is no problem!
