solved it! modfiy the vista skink, clone the panel,then

TRANSPARENCY = 100
HOTTRANSPARENCY = 100

You can place the TsFrameAdapter to this frame and change sFrameAdapter1.SkinData.SkinSection property to 'BARPANEL'
