Hello and thank you for the demo.
I'm trying your Exe-file, but can't understand a problem…
SpeedButtons can't be focused because it's not a window.
SpeedButton is pressed in the demo, modal form is shown, SpeedButton is drawn as pressed still, while mouse is not hovered under the other window.
Do you mean this behavior?

Indeed, SpeedButton is drawn as pressed still, while mouse is not hovered under the other window, but only on sTabSheet1. On sTabSheet2 it isn't. Please look at my pictures. I this examples mouse cursor was moved outside the SpeedButton but not outside the Form1.
I will make a same behaviors of all buttons in the nearest release.
The button will not be highlighted if mouse is leaving this button.
